I had to think hard and long how, I would present this video because I do not want to exploit the violence and innocent people. The violence was to great for me to ignore. It out weighted the secrecy that need to be told.

- California law states that hard plastic knuckles, also known as composite knuckles, are subject to the same laws as traditional brass knuckles. This bill was signed into California law by Governor Gray Davis in 2002. Hard plastic knuckles are defined as any instrument or device constructed entirely, or partially, of plastic instead of metal for the purpose of defense or offense. California penal code 12020.1 states that it's a misdemeanor to manufacture, import or sell plastic knuckles.

California penal code 12020.5 states that it is illegal to advertise brass knuckles, hard plastic knuckles or composite knuckles in magazines or any form of print ad, as well as on TV, radio or any other platform used for advertising. On the other hand, it is not illegal to advertise the sale of brass knuckles on the Internet. However, if you are a resident of California or any other state that bans brass knuckles, you cannot purchase them over the Internet. Internet sales can only be conducted within states that allow the possession of brass knuckles.
Illegal Promotion
- Electronic Arts (EA) recently shipped out golden brass knuckles to the press as part of a promotion for their video game "The Godfather 2." EA, which is based out of Los Angeles, California contacted those who received the brass knuckles and asked for them to be returned once they realized they had broken the law. However, since EA is based out of California, it would be illegal for those who received the brass knuckles to ship them back. Some members of the press, depending on where they live, may be able to "properly dispose" of the brass knuckles by turning them into paperweights or belt buckles. There has yet to be any legal action taken against EA.

SUMMARY : Adds composite knuckles to provisions of law that
make it an alternate felony/misdemeanor to manufacture, import,
sell, or possess specified dangerous weapons, including metal
knuckles. Specifically, this bill :
1)Expands the definition of "metal knuckles" to include
composite knuckles, and specifies other features in that
definition.
2)Defines "composite knuckles" as any device or instrument made
wholly or partially of composite materials other than a
medically prescribed prosthetic or an un-weighted glove worn
for purposes of offense or defense in or on the hand. The
device may help support the hand or fist; provide a shield to
protect the hand or fist; or consist of surfaces, edges,
ridges, points, projections, or studs which would contact the
individual receiving the blow.
EXISTING LAW :
1)Provides that any person that who manufactures, imports,
offers or exposes for sale, or possess specified dangerous
weapons, including any metal knuckles, is guilty of a crime
punishable by imprisonment in the county jail not exceeding
one year, or by imprisonment in the state prison for 16
months, 2 or 3 years. (Penal Code Section 12020.)
2) Defines "metal knuckles" as any device or instrument made
wholly or partially of metal which is worn for purposes of
offense or defense in or on the hand, and which either
protects the wearer's hand while striking a blow or increases
the force of impact from the blow or injury to the individual
receiving the blow. The metal contained in the device may
help support the hand or fist, provide a shield to protect it,
or consist of projections, or studs which would contact the

3)Provides that any person in this state that commercially
manufactures or causes to be commercially manufactured, or who
knowingly imports into the state for commercial sale, keeps

Code Section 12020.1.)
4)Defines "hard plastic knuckles" as any device or instrument

1)Author's Statement : According to the author, "The current
language contained within Penal Code Section 12020(c)(7) that
refers exclusively to 'metal knuckles' is insufficient to
protect law enforcement and other public safety officers from
similar weapons that are constructed from composite materials.
These weapons are even more dangerous than their metal or
brass counterparts because they are undetectable in metal
detectors, creating the potential for these weapons to be
smuggled onto airplanes, into courthouses and other public
buildings, and into prisons. This bill will close the
loophole that allows these dangerous weapons to be
manufactured and pose a threat to law enforcement officers and
the general public."

2)Argument in Support : The Los Angeles County District
Attorney's Office (a co-sponsor of this bill) states,
"Recently, law enforcement agencies throughout California and
the rest of the country have encountered a new type of weapon
on the streets - composite knuckles. Composite knuckles are
very similar to traditional brass knuckles in strength and
appearance but instead of being made out of metal they are
made from hardened composite or ballistic material such as
lexan which is the same material used by law enforcement
agencies for riot shields and bullet-proof glass.
"Composite knuckles are as strong as traditional brass knuckles
and cause an equal or greater amount of damage when used to
attack another person. However, unlike their brass knuckle
counterparts, composite knuckles are undetectable by metal
detectors. The manufacturers or composite knuckles proudly
and prominently display this fact in their advertisements.

"AB 2607 closes this loophole by adding composite knuckles to
the list of prohibited weapons to possess under Penal Code
Section 12020."
3)Related Legislation . SB 1162 (Maldonado) recasts the
definition of "metal knuckles" to include similar devices made
of plastic, wood, composite, or paper products. SB 1162 is
pending hearing by the Senate Appropriations Committee.
